Sure, that makes perfect sense actually.  The issue is actually that
the X-Relay-Countries bit isn't a header, it's a metadata string.

I don't think there's a way to look at generic metadata from a normal
rule at the moment without going to a plugin/eval rule.  PMS::get()
seems to fake this for X-Spam-Relays-Untrusted and X-Spam-Relays-Trusted,
which aren't real headers either.
