longopt support for spamc
This checks for HAVE_GETOPT_H before going ahead with the longopt stuff. Only
thing that might annoy people is there are now two print_usage() functions,
__longopt_print_usage() and __no_longopt_print_usage(), which are macro'd
depending on the #ifdef HAVE_GETOPT_H
