Debugging shows that check_rbl_backend in EvalTests, which makes use of
$self->{relays_trusted} and $self->{relays_untrusted}, is called before the call
to parse_received_headers in Receive.pm, which is what sets them.
As far as I can tell RBL processing really is broken, which might explain Theo
seeing a drop in the bogus rr warnings before I checked in a fix for them. I'm
bumping up the severity level of this bug and changing the components category,
as it doesn't appear to be just a test issue.
I don't know that code and don't have much time to look at it more. Can someone
else look at this?
