Full email message (only userids modified for confidentiality) that replicates
the problem. 

Yes, the rule hits.  Attached is a full message received here with the same
symptom.

What I'm not sure about is whether this is a "false positive", a rule that
should not hit but does, or a "bad sender config", where hotmail generates
unexpected received header and message-id causing the problem. 

A program like SA can only go so far in allowing for problems caused by strange
configurations in senders like Hotmail, and it'll take someone more talented
that I to determine whether SA can/should handle this.
