actually, there's another reason, too -- some DNS servers may only support
wildcards for one level of the FQDN.   e.g. "*.foo.com" would match
"baz.foo.com" or "bar.foo.com", but not "blargh.ook.foo.com".

(this is a vague recollection from discussion around the time SPF was being
formulated, and may be wrong.)
