As I said, we can leave the "unloadplugin" stuff 'til any future point, as
there's already ways to deactivate plugins -- in the short term, we can "zero
out" plugins by leaving a file containing just "1;" in the code's place and that
has the same effect. (in fact, it's easier, since we don't have to worry about
deferring the load of plugin code that way.)
