Um. Yes, I did read the ticket.
-L means network tests are disabled. That has nothing to do with the issue
here which is that the score
for the rule is 0 for non-network scoresets. The two are mutually exclusive.
If you set a non-zero score
for the rule for the non-network scoresets, it'll run.
