Looks like it was blocked for a while back in April...

It isn't listed now, and may never have been (see below for how
that can be).
As Herb said, this is not a topic for the development mailing list,
but
there is coincidentally something about it that is:
Note that on http://www.surbl.org it says
"Please check that the domain you are reporting is actually on a
SURBL list.
This can be done for example with a name resolution or by using the
SURBL+
checker tool http://www.rulesemporium.com/cgi-bin/uribl.cgi . Note
that
there is an intermittent bug with SpamAssassin that appears to show
list
inclusion when none actually exists. (See SpamAssassin Bugzilla
id=3997.)"
I see from the SURBL+ checker tool that icanimmigrate.com is _not_
on any
URI RBL as of right now. If the version of SpamAssassin they were
running is
newer than the fix for bug 3997, then it would be appropriate to
find out if
the bug has resurfaced and let us know if it has.
Most likely though, either they were on the list and have been
removed, or
this was a random one-time occurrence due to bug 3997 and is not
likely to
happen again, especially if the person running SpamAssassin
upgrades to
version 3.1 after it is released.
