Yes and no.  There are numerous things which could cause headers not to
appear in the messages, from user error to configuration to old third
party code to SA code changes, etc.  The first assumption should not
automatically be "it's a bug".

Are the headers merely at the top of the headers and not the bottom where
they've been in the past?  If so, this has been covered on the users
list and is listed in the release notes for 3.1 that the location changed.

If that's not it, are there any errors when you run --lint?  If so, what?
Have you run with -D?  How are you running SA?  If through a third-party
utility was that updated to a version that supports 3.1?  Etc.

Covering all these things are appropriate for the users list first.
If that fails, then a fully descriptive ticket in Bugzilla is a good
choice.
