I've committed this. Enhancing mkrules can be a separate RFE, or just part of
the ongoing rules project.
The svn move seemed to require two separate commits to get it to take, or else
the default for svn ci with no explicit filenames is to check in non-external
modified files.
In any case, committed in 312748 and 312749

10_default_prefs.cf. Change file name in documentation files"
