New proposed patch that includes a few more lines of fixes from the 3.1 code

This patch adds in a few more lines of code from the 3.1 child_handler() code
that does the following: It skips the log message that was causing spamd to get
the uninitialized variable error and the message about server hit by SIGCHLD
every 10 seconds. Because it no longer has the unitialized variable problem
there is no need to add the "CHLD" argument in the call to child_handler() that
Alexey mentioned in comment #12 and that I did in comment #21 when I had not
noticed Alexey's prior comment.

Warren, please see if this patch is better behaved for you. I still don't see
how the problems it fixes could cause spamd to crash, but it does fix things
that should be in the patch.
