I believe making registrar boundaries be user configurable is a serious mistake.
 The user does not know what the registrar boundaries are.  Neither does the
SpamAssassin administrator.  The entity that best knows what the registrar
boundaries are is the RHSBL.  The RHSBL tautologically knows what its own policy
is for deciding at which level in the DNS hierarchy a given listing is to be
made.  A design that requires putting knowledge of registrar boundaries on the
RHSBL client is going to lead to false negatives due to out of date information
on the client and an inability of the RHSBL to respond to certain attacts due to
clients not being configured to make the necessary queries.

I see two reasonable designs: One, use wildcard records.  Two, send out a query
for each level of hierarchy from the second down to the fifth or so.
