yep, it would be very useful.  Even just a string passed alongside the
paths etc., which is appended to the system configuration read from the
files, would be useful.

It'd make sense to have a way for this to be used from the command line,
e.g.

    spamassassin --set "use_bayes 0" --set "use_auto_whitelist 0" < msg
