The answer is yes and no. Yes, that's why those should go in .pre files. However, .pre files aren't copied from the sandbox into the rules directory, so I put the loadplugin in the cf file. This used to be handled by mkrules which made sure to keep loadplugin lines at the top of the sandbox.cf file, but that apparently doesn't work the same anymore. Perhaps we need to add *.pre to the list of files copied over?
