well, if someone assembled a patch-set from the SVN changes I've been
making to implement it in SVN trunk, we could probably make that a patch
against SVN's 3.1.0 branch.  

However, to be honest, 3.1.1 development has stalled; those bugs haven't
noticeably changed since last year, and people aren't even voting.  So
I've been concentrating on 3.2.0 work instead, where votes aren't
required...
