The normal way to do such experiments is just to modify
Mail::SpamAssassin::PerMsgStatus, possibly on another branch.  Plugin interfaces
should be for things that are expected to exist and vary in released, production
code.

The short-circuiting experiments should result in our choosing a single
short-circuiting mechanism that then becomes core.  Do people really think we
need to support multiple different short-circuiting mechanisms long-term?  Why
would different people reasonably want to use different short-circuiting 
mechanisms?

The proposed "check_main" plugin can't reaonably claim to be calling into a
remotely stable interface.

Since it is on a slightly different topic, I'm addressing comment 5 in newly
created bug 4778.
