Doesn't that imply that site rules override local rules? Surely those are
in the other order? Or is there magic when reading the second file (but not
the third) to not overlay anything read from the first file?
Shouldn't the New Improved flow be:
site_rules_path (/etc/mail/spamassassin)
default_rules_path (/usr/share/spamassassin)
updates_rules_path (/var/lib/spamassassin/<version>)
default_userprefs_path (~/.spamassassin/user_prefs)
