Giving back. I got this confused with HTML_FONT_TINY, which is also fairly
ignorant about units but apparently doesn't FP on this particular message.
I'd say we should remove HTML_TINY_FONT, replacing it with HTML_FONT_TINY,
possibly giving the former's score to the latter. The Rule QA app appears to
agree.
