ok, I'm putting this in review state. from some quick testing, things seem to
be working appropriately in
3.1 with this patch (feel free to test out sa.kluge.net as a channel -- it's a
tiny blank ruleset), but I'd like to
see other folks test the patch out since it's not the smallest of patches.
