Ruleqa is exceedingly hard to use, but I think it's saying the results vary widely depending on which day you choose. 20060305-382845 shows all four rules as being good. There's the question of what the HTML parser should do. Right now, it's almost completely ignorant of units. Some HTML constructs fire one rule, some fire the other.
