the documentation on 'priority' is not good enough. without defining which
priority is higher than 0, and which is lower, you leave people in the dark.
without debugging it out, i would have never known it required negative
priorities to get rules to run sooner.
attached is just a simple patch to Conf.pm that will beef up the description for
priority. feel free to change as neeeded, but something better needs to be
there.
