I got a response from Vipul, who pointed me at the license in the new 2.81 
tarball.  They're also in the 
process of upgrading the website with the new version.

In short, I'm +1 on enabling by default again. :)


The new version:

Razor2 agents connect to the Cloudmark Collaborative Security
Network to report spam and check for fingerprints. Cloudmark
provides free and open access to the CCSN but reserves the right
to deny access to anyone.
