When I attempt to report spam with a command like:
spamc -x -l -C report -u spamd < test
it fails with
Unable to report/revoke message
and syslog shows:

The spamd user's home directory contains a valid Razor configuration: logging
in as spamd and
running razor-check works fine.
(In case you're interested we're running site-wide filtering with a milter, and
want users to be able to
report spam using spamc over an SSH tunnel from their various machines.)
