that's this line:

PERM_RWX comes from ExtUtils::MakeMaker; if that's got the wrong settings,
something's wrong with your perl installation.
you could override at "Makefile.PL" time I think, but it'd be more worthwhile
filing a bug with the perl builder so that *that* gets fixed.
