ActivePerl for 64 bit machines is only in beta, according to their web site.

This really seems like an ActivePerl issue rather than one that we can do
anything about here. I suggest bringing it up with ActiveState, or perhaps on
the SpamAssassin users mailing list where there may be someone with experience
getting SpamAssassin to work on a 64 bit Windows machine.

Unless there is a developer with a 64 bit Windows machine who is interested in
getting this working, I don't see how we can be of any more help here.

If you do find a solution, it would be nice if you could let us know by adding
a comment to the bug report I linked to in an earlier message,
