apache-spamd (bug #4992) and spamd will share the code responsible for parsing
command line options and setting defaults. I've separated it to a module and
reworked a bit to make it more consistent.
Yes, I know, using Getopt::Long in a module seems at least... ugly.
But I hate the idea of maintaining this code in two places even more.
Creating bug as a tracker for the issue; I'll attach current version.
It's not in review-ready state yet; more like something to comment on.
