The header is not valid for obs-date either. According to the RFC, the timezone
should be "UT", not "UTC".
Also, what gives the indication that the header isn't parsed? It looks to work
fine in my 3.1.4 install.
Please provide a full header sample showing the issue (I didn't see one in the
debian bug report). Thanks. :)
