For example, the Linux FHS mandates that as the sensible location for such files, and you see that clamav uses the same location too (/var/lib/clamav). With the addition of sa-update and frequent, downloaded ruleset updates, a local-state directory was the only correct way to implement that. if you go back through the dev list archive to the discussions with Warren, that's readable there.
