Yes, that's the public version. ;) In reality, there is no difference between a cf file and pre file, except that the pre files are read first. This lets plugins get loaded before any cf files which may use them -- the main issue being that if a plugin is called before the plugin is loaded, things explode, so pre guarantees the order. For development, we don't have sandbox pre files, so the loadplugin lines go into the cf files, typically right before the ifplugin section that looks for it. Generally speaking it's not an issue, since it's development.
