With some recent version of SA (3.2? Don't recall.) you can set a priority on the rule and have it run as one of the last rules.
Come to think of it, you aren't talking about short-circuiting, just having it run last. I think you can probably do that pretty much since 3.0. Set the rule priority to 999 or some such.
