The perlipc man page says that versions of Perl later than 5.7.3 defer
signal handling to a "safe" time.  The actual signal handler just sets
a flag, which is examined later by Perl to see if $SIG{'WHATEVER'}
should be triggered.

If this is the case, is there still a problem?  Can't we just insist
that people use perl 5.8.0 or newer and avoid the whole issue?  (I
assume there's no way for modern Perls to call $SIG{'WHATEVER'} while
we're in the guts of C glue code calling syslog...)

Perl 5.8.0 was released in 2002, so I don't think it's too onerous to
insist on at least 5.8.0. :-)
