Looking at the new tests...

# note: "intl=1" in expected, because the error means that the internal_networks
# line is ignored and the default setting is intl==trusted.


I'm thinking that if you even tried to specify an internal (or trusted) networks
line we should treat it as if the user specified either, regardless of whether
it wasn't valid and we ignored it.  Anyone opposed?


I think I'll fix this bug and bug 5235 together... there are a lot of tests that
overlap that will need to be fixed.  No point in fixing them twice.
