My random thoughts on this:
- if you want to tag the revision number with a version, drop the 'x' and only
use numbers and you'll be able to do it without any warnings
- if the last changed revision of the actual rules directories were used the
only time there would be a collision is if someone committed to both at the
same time
- if that were to happen, having the script make a gratuitous commit to the
appropriate rules directory would get you a unique revision number
- creating tags for each update would get you a unique revision number and a
history of updates released
