I didn't really see any comment about my main assertion which is:

Basically as I mentioned, there's a number of preconditions your system must
have before using any of the DUL type RBLs (see points 1-3 in my original post)
and I think a lot of systems wouldn't meet those preconditions, so I think
having some way to easily disable all DUL type RBLs is a good idea, and probably
should be the case by default?
