The issue in the bug listing there is just that, by default, it'll attempt
to build spamc; it's easily avoided by hitting "n" when Makefile.PL asks.
in other words it's a simple UI issue, as far as I can see.
Is there a more serious issue?
Not serious, just one that I think should be documented perhaps in the
Announcement or INSTALL file. Essentially a "If you are trying to build on
Win32 we know about the spamc issue, we need to make it easier, in the
meantime, make sure you hit n, here is the bug report #".
