Steps to reproduce:
1. In the rule-qa web page at http://ruleqa.spamassassin.org enter in the first
Which Rule? box the string /foo|bar and click the Change button
2. Notice that the resulting page still has "/foo|bar" in the text box, and the
URL in the address has CGI parameters that include "rule=%2Ffoo%7Cbar"
3. Click on the link that is labeled "(Viewing)" which will be something like
http://ruleqa.spamassassin.org/20070505-r535480-n/%2Ffoo%7Cbar
Expected results:
The resulting page has "/foo|bar" in the text box
Actual results:
The resulting page has "/foo%7Cbar" in the text box
Note that all the links on page look correct.
