My ticket was 5550 but I cant update it since it was marked resolved. But I 
did get CPAN to work...here's how:

Ok, I reset the CPAN options to all point to /tmp/.cpan instead of /root/.cpan

I then enabled "nobody" so I could su to him.

I then did a chmod 777 -R from /.cpan...

reset the files from:
http://issues.apache.org/SpamAssassin/attachment.cgi?id=3989

And Wahla!! 

chmod 755 /usr/share/spamassassin
  JMASON/Mail-SpamAssassin-3.2.1.tar.gz
  /usr/bin/make install  -- OK

It Worked! Thanks for your help...now to the next step, improving it with more 
modules and linking to SpamCop, etc...
