I think so.. Sydney made a call for Theo to make a new release candidate
a week ago (8/11), but nothing happened.
I'm +1 on trying to make a new one.. the SVN head plus patch from Sydney
for 5574 worked flawlessly for me.
If you meant you were +1 on you trying to make one yourself (I don't
think you meant that, but I'm not sure you didn't) you won't be able to
generate the signature files if you don't know the GPG pass phrase.
