This rule works quite well:

unless anyone objects, and unless they indicate that they'd prefer it
wasn't in our rules, I intend to add it to our URIBL lookup set.

but also notes:
'Please contact us before using by e-mailing [EMAIL PROTECTED] If you are a

queries per day, you must contact us to confirm that this is ok. We may require
you to setup your own AHBL mirror server locally to reduce the load on our 
systems.

For providers who use our DNSbl service, you must make sure to alert your
customers to the fact that you are using our service on the support pages or
signup pages with a link to our website. Your customers have a right to know
what methods you are using to filter their e-mail.'
