spamc should be allowed to have the --retry-sleep option set to 0. This could be
useful for situations where multiple hostnames are given and an immediate
connection retry to a different host could succeed, or where multiple spamd
machines are behind a load balancer, etc.
Currently, libspamc assumes that if retry_sleep is 0, you want the default which
is 1.
