The SA rule config code for metas appears to make the config info global for
metas that contain *only* negated sub rules as is the case with
MISSING_SUBJECT, EMPTY_MESSAGE and NO_RECEIVED.
This causes confusing noise for sa-update users and could be an issue for
people using our libraries.
