if we include a META.yml file, we get some bonuses from search.cpan.org;
for example, it'll allow us to point to the correct URLs for homepage, bug
tracker, etc. Example:
http://search.cpan.org/src/PETDANCE/ack-1.78/META.yml
unfortunately I can't demo this at http://search.cpan.org/dist/ack/ , since
ack-1.80's META.yml file is broken, but hey ;)
