According to bug 5496 comment 10 the fix has been committed on May 19 -- AFTER 3.2.4 has been released back in January. The fix should be in in 3.2.5 (updating to the latest SA version helps) and has been pushed as a rule update for all 3.2.x versions. This includes your version. Running sa-update helps... Also, "I am seeing $RULE hit" seriously doesn't help in fixing an issue, because it lacks any hint whatsoever as to why you see the rule trigger. You'd need to provide a full sample for that.
