Yeah, you're missing the difference. :) Your test rule will match on both, the
correct URL in the plain text part, as well as the broken one with a missing
dot in the HTML part.
Anyway, this works for me with 3.2.5. (slightly edited for wrapping)
$ spamassassin --cf='uri TESTRULE /jtd93mbvnd243a.spaces.live.com/' -D rules -L
< 6024-4401.msg 2>&1 | grep TESTRULE
[30353] dbg: rules: ran uri rule TESTRULE ======>
got hit: "jtd93mbvnd243a.spaces.live.com"
