The update channel's stock rule-set accidentally defines __ANY_IMAGE_ATTACH
twice. More precisely, a duplicate went in into 80_additional.cf.
$ grep -l '^mimeheader __ANY_IMAGE_ATTACH' *
72_active.cf
80_additional.cf
The 3.2.5 rule-set ships that rule once only in 72_active.cf.
