You might just as well have your MTA have a look at the X-Spam-Level header,
and act upon a certain threshold-ish number of asterisks, like say 10 or 8.

add_header spam Report _REPORT_

Adds a full report to everything over the "lower" required_score threshold, as
it actually is the default with report_safe 0.

I don't see much point in having multiple thresholds, just to assign different
headers or flags based on those. Other than maybe setting them up in SA, rather
than your MTA. In the case of yet more thresholds, as per your example, things
get really nasty.

IMHO, it's best just to use the existing X-Spam-Level for that.
