Mark suggested a while ago:
'Perhaps now the DomainKeys plugin could be removed, as its underlying
module is no longer supported, and its functionality is covered by a
DKIM plugin.'
This ticket is to track that work item. feel free to do it for 3.3.0 if you
like but it's not a blocker.
