The PSBL has been around for quite some time already and is being used a lot as a DNSBL in MTAs, so I would expect a lower increase in this case. The impact of a small number of large mailsites querying the dnswl.org public nameservers is worse than a rather large number of small sites (we constantly have to contact ISPs, ESPs etc and ask them to switch to rsync when they are doing way above our rule of 100k queries/24 hours).
