This is the wrong list. This list is for development, no user or usage
questions here. Try the users list instead.
Anyway, *before* moving over to the users list, you want to read up on
SA and at least understand some basics. Hints:
If you want help, you should clearly state the facts and all info, and
then actually ask something. Something real, "help" is not a question.
SA 3.1 is ancient, and no one should use it today. Also, a single rule
hit doesn't mean anything -- other than your mass mailing in this case
is broken, it seems. Not a SA problem. Moreover, you failed to provide
*any* evidence whatsoever, that SA even is involved in your users not
receiving your $mailing.
Oh, and most important: SA does NOT list anything. SA does not have a
test site. Whatever you did, wherever you found that thingy, you've come
to poke the wrong guys afterwards. You'd better go back to your test
thingy and talk to them...
