Release notes distributed with the package?

Am I missing something, or are the release notes not distributed
with SpamAssassin package? The nearest approximation seems to be
the Changes file, which is hardly useful for a developer, let alone
for a typical administrator.


Btw:
  Copied 3.3.0-rc1.txt to 3.3.0-release.txt
  and tweaked the INSTALLING RULES section.
